It is. The rules have changed a bit since I think you ran with us last. You can run on the stock tires or you can buy tires but they have to be 200tw or higher. You can also change wheel diameters down to 19" but you have to keep the stock width. Your offset can change by up to 7mm from stock. ...

Eric is actually in Oak Ridge. He makes trips to Knoxville on occasion for pick up and drop off.
I used Costco for my RE71s a year ago and took them brand new wheels to mount them on. I don't recall the mount and balance fee but they did take very good care not to scratch the wheels.

It sounds like it hasn't been lowered enough. That looks to be close to the stock height based on a quick google search. If that's the case, unfortunately, you don't meet the rollover risk requirements.
