Is this an SCCA thing? Or the restaurant? I haven't been to one of these in a while, but each month the beer is my motivation for "planning" to attend.

The fact that it's dependent on ambient air temp seems like a clue. Even when it's cold outside, does it hot start any differently than you would expect it to?
Have you confirmed that when it's not starting, the fuel pump is priming at key-on?

I don't think that the testing that you've done so far would indicate a problem. When you ran your test, did the car get fully to temperature before shutting off and seeing 55 psi? Yea, the picture posted is not the Jeep in question, I don't think. There has also been at least one LeMons/Chump Jeep that was actually pretty fast, and hasn't rolled over yet.
