Getting licensed as an official...

What does it take to be licensed as a regional official? I would really like to be a scrutineer or marshal. The SCCA main site doesn't include the information on obtaining the actual certification. I would like to start now so that ONE DAY I'll be high enough on the food chain to be a national officials.
