After searching and reading the Atlanta region forum, there were a couple things I could'nt find. I know they're doing a christmas tree start, but can you break out of your dial-in? Or is the dial-in just a baseline to match up the cars? What's the entry fee usually for this event? And last but not least, do you need any credentials other than being an scca member?

All you really need is the SCCA membership. I assume the entry fee will be similar to a ProSolo ($85, I think).
I don't recall there being a rule about breakouts. If it is like the ProSolo challenge, you can breakout but that becomes your new dial in. You can only do that twice. Also, you get seeded based on your qualifying performance. Higher seeds get lane choice. If I recall correctly, the 1 or 2 seed has always won the event.

-The way double x works, you should try to go as fast as you can. If you qualify low, you will end up facing a high-seed in one of the first few rounds, which means they will probably be a better driver and car.
-You will also not get lane choice if you qualify low, which means you may be in the lane that you did worse in.
-Additionally, the top qualifier for your qulifying class will set your dial in, so you only screw yourself out of possible prize money and lane choice if you sand-bag. If anyone can sandbag and still be the top qualifier, more power to them
-Qualifying is also done blind, so you have no idea who qualified in what position or what times were run until the saturday night bbq.
-During eliminations, time doesn't matter, so breaking out of your dial in (going faster that the top qualifier in your class) is EXACTLY what you want to do
